Animation: A front page animation that stokes interest (Tallahassee) - Outsource.com. in Tallahassee, Florida For Sale

I'm open to this. Something like an animated artist painting a window on the wall, then jumping out of it. I want the strokes to look sketched but the animation to look colorful. So, the character walks on screen and starts drawing his composition on the screen, steps back to admire his work, then with a running headstart jumps out the window or into the scene he just drew.
When complete the animation/video should scale as it will live on a responsive website. I'm not opposed to making the maximum width and height fixed but it would be nice to provide something that'll scale full screen. Must be mobile friendly as the site is responsive. No Flash animators unless you take into account for android and iPhone. Sorry. I don't mind swapping vid's but there's better ways to do this.
